I'm very much afraid that the form of government of your that space colony will not be touched upon in BE. The virtues (as far as we know) are Might, Prosperity, Knowledge, Industry and will come in tiers. That doesn't sound at all like the civics of CIV which had flavour and benefits as well as drawbacks.
Its possible they could still do that... as in 'tier 1 might' could have some mutually exclusive options...ie Armed Citizenry, Military State, Military Caste
They would each give a different Type of bonus to military strength.
(You Might or Mighy not be able to switch them.. but you could still have some flexibility in tier 2)
That would be my hope. Something to represent individualism v. collectivism, equality v. elitism, open v. closed, stable v. dynamic.
Another possibility is the horizontal 'kickers' for getting multiple trees of virtues could have benefits.
industry and knowledge=collective mind
Knowledge and prosperity=corporate state
Might and prosperity=anarcholibertarian
Industry and might=police state
etc.
Hopefully, those will show up either in
1. Virtues
2. Affinities (enough affinity and you can choose a gov)
or
3. Whatever 'faith' does
4. (after listening to polycast) maybe quests?
