Before UN, the international institution was the League of Nations, who was unable to stop the WWII.

STATS:
Available with industry (about 1900), obsolete with fission (for not have conflict with UN); allows diplomatic victory (duh!).

Tststs... I'd rather make it a prequisite SW for being able to start building the UN... this wonder should actually increase war weariyness considerably (to mirror the incapacity -even unwillingness- of its members to prevent the wars in Eastern Asia, Spain, Karelia, etc), yet add ship movement value (or sth of the sort to symbolise its importance to ever-closer relations between nations world wide (at that time ships were still the prime means of transportation as also means of displaying military power on a global level)

I disagree with you, but you know: Hail Freedonia, land of Brave an Free! ;)
 
This wonder however should increase war warriness because of the fact that the Treaty of Versailles which is quite relative to the League of Nations lead up to German aggression which ended up causing WWII.

Very nice. I was hoping there would be a more historically accurate signature on the splash but I finally noticed it was you, a good reminder of the person who created this wonderful wonder and it's splash. :goodjob:
