The American UA already resets tile purchases in ALL cities when a new city is settled.
Both proposed Ranch UBs unlock the Pioneer early, a unit that can settle cities and therefore reset tile purchase costs globally.
8-01a is offering to replace an actually useful bonus with a worse version of something the building enables a stronger version of anyways. It's redundant and of no value.
It also proposes to nerf other parts of the building for good measure, so the UB is just even better pastures and the early pioneers.
 
You don't always have places to settle, especially when the building is first unlocked. Pioneers still can't cross ocean.

Medieval happens to be the time when all possible settle spots are trash, and this building helps exactly with that.
