We have discussed and decided that if (8-37c) wins at the end of the phase we will hold a revote.
We can't know how many people voted under the influence of misleading wording it wouldn't be right to pass it.
However the option does seem popular so people should have the chance to vote for bison if they want bison.
Of course, we can smooth everything out properly at the next congress.

I dislike 37a for the same reason I didn't like 37c. Requiring only 3 techs for both the UI and UB unlock is too stacked and overdetermined for a tech path.
