I have toyed with the idea of taking on this daunting task, but after making one for the R&R mod (see sig) I know how much work it will be. I'm very leery of committing to that kind of a time suck right now.

Do Railroads take away food? I am having a major problem keeping my larger cities fed that seems to have happened after I got railroads (Whcih I replaced all my roads.
No railroads do not take away food. You're going to have to find a balance by altering your worker improvements around your cities. Perhaps you need more farms.
I think I'm going to re-post this thread in the strategy articles section. I noticed there's currently only 2 threads in there right now so this one won't get lost in the posts for a while. I guess I should have posted this there in the first place.
I think if more people make guides like this one about various aspects of the game, then compiling them all into a nice pdf guide like Lonewolf's would be a lot less daunting. I myself am a builder and rarely make war, so other people are probably more qualified to make unit guides and such. I am thinking about starting on a city improvement and wonder guide though.

I've had the idea of graphing out all the possible food/hammer/gold combinations but I'm still [re]learning how to actually play with all the new improvements in the game. Hopefully, by the end of the week I'll be less frenzied about playing 10 hours a day and try my hand at it.
And, regarding someone else's prior comment, lumbermills do not remove any food production but wind/watermills do.
