Some say it's total CGI, some say it's stop-motion blended with digital, and originally the project had a live-action component (which probably pertains to the main villain since the plot appears to contain a layer of meta).I hope they're doing this in stop-motion instead of CGI.

Well apart from Neeson killing some Albanian thugs, the movie was not that good in my view :/
They have an official website, but it's shockingly minimalist, and their Facebook page is basically an art gallery (which is nonetheless still cool). They describe it as "3D computer animated", but as the trailer demonstrates if it isn't stop-motion then they're doing their damndest to make us think it is.If there's an official site, we could check.
If it was CGI I think it would look like those Lego video games, but it looks like a stop-motion video off of YouTube. I would guess both, but I'm not sure.
