A Palace not obsoleting when UN is built

Here is my saved game file.

As you can see, the AP is still passing resolutions while the UN is around.

I assume this is a known bug. I am using the current Solvers unofficial patch

There are doubts as to if it is a bug.
The reasoning goes that if you have mass media (I think), then the UN is more valid for you, and the AP is now obsolete for YOU.

However the Civs without Mass media (It might be radio), are not interested in the UN as much, they really care about what the religious leaders say.

So...... it definatly needs work, because the last civ to get Mass media, can vote themselves the winner, however it still being a vaild resolution making body even if it obsolete for half the world I dont think is a bug

Its not a bug, the AP works like any other Wonder, when the Owner has the tech, it becomes obsolete.

only the owner matters everyone else canstill vote in it.
