Ideas for wisemen, spindoctors, advicers, and the lot.

Taken from an earlier Sid Meier game, Colonization, you could incorporate the idea of men and women of prominence to gather in your tribecouncil (if Despotism), as advicers (if Feudalism), as senators (if Republic), or Member of Parlament (if Democracy) and so forth.

Each person of prominence could span if you are the first to discover a technology, and have a small advantageous effect on your civilization. They could show just like the palaceview. Listed below are some examples:

*Technology "Person of prominence" (Effects on civ)
*Philosophy "Plato" (Allows small wonder The Academy(50% science in city))
*Code of Laws "Hammurabi" (Reduce coruption in cities build after)
*Literature "Homer" (Gives 5% extra cultural points)
*Map Making "Ptolemy" (Reduces risk of sinking)
*Theology "Thomas Aquinas " (Reduce the cost of Cathedral maintance)
*Chivalry "Richard Lionheart" (Gives on extra hitpoint for knights)
*Education "Ockham or Averroes"(Boosts all Universities with extra 10%)
*Astronomy "Galileo Galilei" (Makes Caravel safely cross oceansquares)
*Military Tra. "Carl von Clausewitz" (Zones of control reduced effect on movement in war)
*Banking "Lorenzo de Medici" (Doubles income from every foreign traderoute due to interrest rates)
*Printing Press "Gutenberg" (Reduce cultural conversion)
*Democracy "Benjamin Franklin" (Allows small wonder Declaration of Rights (makes one unhappy citizen content in Cities)
*Steam Power "Thomas Watson" (Makes railroads easier to build)
*Nationalism "Otto von Bismark" (All production increases during Mobilization not only military)
*Communism "Lenin" (Reduce coruption)
*Espionage "Mata Hari" (Increase the chance of succes in missions)
*Electicity "Thomas Edison" (Allows small wonder City Lighting (reduce risk of destruction of improvement during civil disorder)
*Medicine "Florence Nightingale" (Reduces sickness)
*Sanitation "Charles Storrow" (Allows cities to grow to 14 without Hospital)
*Combustion "Diesel" (Reduce movement cost on roads)
*Flight "Wright" (Increased movement for fighters)
*Mass Prod. "Henry Ford" (Increased output from factories (10%))
*Rocketry "Werner von Braun" (Reduced production cost oncruisemissiles and further distance)
*Miniaturization "Bill Gates" (Building of the Internet increases commerce by 100% in the city wheres its built)
 
May overpower already powerful Civs. For instance, +5% culture at such an early stage in the game would result in an easy Cultural Victory. And what's with all the Small Wonders? Shouldn't they be "Great Wonders" since only one person can build them?
 
I really like the City Lighting idea. I don't have civil disorder often, but this sounds like a nice countermeasure.
 
It maybe true that it would overpower great civ, but on the other hand it would force the civ to persue different technologytreads, say going only for military or cultural research. Besides its hardly a historical secret that great men attract other great men, say Library of Alexandria, The Medici's in Floence, Chiacago School of Economics, Silicon Valley, University of Salamanca, and so forth. Great powers will always be great powers, and will do anything in their power to stay in power.

Another thing is that it will be very difficult for a civ to be the first to research all technologies first.

And by the way it's only a suggestion. I think maybe they should be great wonders, those which I called small wonders, ...maybe
