After six years service during the 2nd iraq war, the majority of that time spent training to emulate Islamic Militant tactics and then utilizing those tactics in mock attacks to highlight US PL1 asset vulnerabilities I can firmly tell you that civilians are fair game in their playbook and assimilation or tolerance for other cultures is NOT their strong point.
But then again the russians should know a thing or two about the Islamic people. Seeing as they spent the better part of the 80s committing atrocity after atrocity against them, only to end up having Russian teenagers turned into fertilizer for a large part of the Afghan landscape.
