Abandoning cities

I've only played a few, low-level games, but my impression is that after capturing a city, the REF stations up to 8 units in that city to defend it. It therefore seems to make sense to abandon cities that will be recaptured relatively easily later. Is my experience just a coincidence? Does it make sense to establish "junk" cities that will serve to soak up REF units?

Some players do in fact use this as a strategy. For myself I prefer to protect my colonies at all costs. I have spent a lot of time and effort developing them and hate the thought of losing any colony to the REF.

I don't spend much effort on some cities and I'm happy to let them go if that makes it easier to win. But on the otherhand, I still haven't played at the higher levels.
