Yup.. something like that. It's a lucky shot at being anywhere near the proper rivers since the disasters are totally random and, once they start happening there's no guarantee OUR locations will receive *a* flood. I suppose the DAM(s) are (only) activated once there's been a "true" flood nearby.

@Yzman .. I can confirm a proper
Disaster Flood must occur to validate a
DAM drop on any of the targeted Floodplains tiles, otherwise they stay greyed-out on each other cities list.
As a result.. here's the plan for
"An Engineer's Dream". Not sure yet if the GoldenGate Brige will connect there or if the Canal can transit between coast and Oasis though.

Yup.. a kinda poetic justice setup that i (still) enjoy from the Classical Era.
PS: Suddenly, it really looks like Sea-Level rising #1-3 would have to rescue my silly choice(s) & replace that Oasis assumption (of a valid Lake) in order to dump a Canal somewhere near the speculative flat tile for GG-Bridge -- duh!
