Adding luxury resources that can be used negative against others

I'm was wondering if it would be posible to make a luxury resource like opium that you could use to push drugs and unhappiness on other? Could be really cool too in the later game you could use it as medicine to help. I think it could add some new dimensions to the game play. Marjuana could be used for happiness and also your people maybe make rope or xlothes out of it lol. Also something like anthrax or smallpox for chemical mischief. Juse some crazy add one that would change the way the game plays kinda.

Well, I have both opium and hemp as well as alcohol and tobacco in my mod.
They give good happiness, but also unhealth.
