Advanced Foreign Advisor

I´ve seen some players on Youtube having advanced foreign advisors while in the game screen, with tips such as "Leader X is willing to trade Y resources"
" Leader X have 60 gold" and so on. I was wondering what king of patch does he/she has to enable such advanced game tips. I have the BTS 3.19 and can´t figure out how to enable this option.

You mean the interface messages on the start of a new turn, right?
It's part of BUG.
