AI Beelining when founding cities

I saw something I hadn't seen yesterday. While patrolling the desert between me and Mongolia, I encountered a Chinese settler and horseman roaming around. Beijing was waaaaay the heck East, and yet that settler and horseman moved right up to the Mongolian border and settled Shanghai. Yep! City #2 is the Civ equivalent of 300 miles away from their capital. And Mongolia already has 5 cities. Not long after, China plops another city on Mongolia's border.

Neither city has the remotest chance of survival. No way Mongolia tolerates that. But at least China provoked them instead of me.
