AI city placement question

Here is a screenshot of a AI city settled only 3 hexes away.. last time I checked you have to be at least 4 hexes to settle from city to city?

Maybe its because of the water...

Still, you're quite boxed in there.
 
Islands don't count towards 4 hex limitation.

Most logical path of action is to express your dislike towards napoleon for snatching up a gold mine right under your nose.

After that, make sure to express your displeasure towards Isabella in partculars of her settlement decisions of seville stealing away valuable land for your capitol to work in.

She stole a hill away from Kyoto by settling there. That's 4 extra hammer your missing out on.

Troyes isn't on coast, it must be burn to the ground to fix that mistake.
 
Before the patch, you could have cities 1 tile away from each other if they were on separate islands. I don't know if it is still like this though.
