AI fortifies it's land units on water tiles instead of moving them to the coast ASAP.

I saw this behaviour at least 3 times in my game. I declared war to the AI player from second continent. He sent 5 land units with one destroyer over sea directly to the position where my destroyer was sleeping. His destroyer attacked me and he fortified all his land units near me. After 3 turns I destroyed his destroyer and then one by one all his land units.
