While looking at the unit supply mechanic (basically because on the giant world map, turns are taking 2 minutes at the medieval era) I thought that perhaps the ai had too many unit and was looking to trim down this a bit. What I found was that the 'ai-happiness' default had the tag {<ProductionFreeUnits>7</ProductionFreeUnits>} which is the same as one found in the BNW files. However, the players rate, even on immortal, is set to 100, which, looking at the huge amount of units the ai has running around, explains why I needed to play on immortal to get the ai to even begin to research as fast as me, they must be getting a huge penalty, right from the start.

Two questions:

1. Was this somehow intended?

2. Rather then have a penalty when over the supply limit, is it possible to actually just stop the ability to produce more units? Or even better, have the ai be much more circumspect when going over this limit, as with the above supply amount, the ai copes a huge penalty for their gold/research, but keeps building more units anyway.
 
Isn't the only penalty you get for exceeding the unit supply cap is a reduction in unit production speed? I'm more worried about the AI paying for their huge armies in the first place.
 
In theory, the penalty is in unit production.. but it seems to be applied to absolutely everything. Wonders, buildings, units.. the penalty doesn't appear to work properly, with or without CEP implemented. I had created a thread semi-related to this maybe a week ago (maybe longer.. time flies!), as the change from GEMs to BNW was pretty noticeable. Thal is definitely aware of it. :)
 
In my latest game, even on immortal, I am giving the ai a drubbing, early, game in both policy and teching. I had a look at the latest default ai xml in CEAI_handicap and noticed that many of the ai reductions (ie <ResearchPercent>100</ResearchPercent> <PolicyPercent>100</PolicyPercent>) have been set to 100, which is a much higher amount than the standard BNW. Is this intended, because in my experience so far, its killing the ai.
