AI players switch envoys between city-states at will!?!

Am I missing something?

Playing King. China has Zanzibar with 3 envoys, Mohen... with 1 on turn 60. I declare Surprise War. A few turns later Zanzibar makes peace with me - China's envoys are gone - zero !?! They show up next turn in Mohen, much closer to me and now China is suzerain with 4 and they declare war on me.

Is this just basic AI cheating or is there a way I don't know about to move envoys between city-states?

Good thought, but he should have had 1 left in Zanzibar instead of zero.
