AI workers inactive in custom map scenario

I Made a 10 player map all ai players have multiple workers on road on map from start.
The ai plays the game but won't improve its tiles with the workers.
This is annoying and spoils the game so cann someone please give me a clue to how to remedy this. (My C3C is unpatched by the way)

I disabled the "Build radar" option in unit rules, and dropped the "clear damage" turns to 1.
I dropped the players default starting units to zero settlers.
Also I skip the last age, cant skip the age turnover but deleted all modern age techs and units.
I also modified several other units.

But none of this should discontinue AI's use of disposable units under its command.
 
If you remove any worker abilities (such as build radar) from the unit entry, the AI will no longer use the workers correctly. If you want to remove the ability to build radars, you need to create an unreachable technology (by making a technology, and then setting its era to "None"), and then make it a prerequisite for building radar towers.
