Alex' behavior is actually the same as that of most AI's. It's just that he's very obnoxious on top of it.

Alex is probably the biggest or at least one of the biggest backstabbing jerks in the game. He hates everyone and is very annoying because he is one of the few who allies city states

No. No they are not. You are having confirmation bias issues.

In my experience Alex is a jerk, period. I don't like it when he turns up in a game, but ideally he will spawn on same continent but not nearby - too close and you're in trouble early game, too far and he will have got scary strong by the time you can get to him. And I loathe his UA...
...in fact though I don't normally countenance Genocide, with Alex it's the humane thing to do.

The only time I'm pleased to see Alex is when I play as Greece!

If you don't like this, just go to settings when making a game and check the box 'random personalities' It makes it so leaders don't have predefined personalities. e.g. Alexander being aggresive.
