Portcullis also shows up under the configuration tab on steamdb in path names for what I'm guessing are test versions of the game.
My best guess is that testers now have something new to test, but the powers that be are doing their best to keep us rabble out of their castle until official propaganda is ready.
I just learned that apparently Boom goes the dynamite is a catchphrase and a meme in the US. The fragment "it has become a popular phrase, used to indicate a pivotal moment" from that Wikipedia article sounds very intriguing.
Could those living in the US share with the rest of those, who live under various kinds of rocks (including me), if it is indeed popular and what new speculations could be, erm, speculated based on this?
I live in the U.S. but also under a rock apparently because I've never heard of this catchphrase before. However if it is indeed something pivotal and game breaking, I thought of railroads, which go hand in hand with dynamite. Railroads would be both pivotal and game breaking for the game especially since they are missing, just as they were in history. At least that's what I'm sticking too.
I'd say anything pivotal about this instance of "boom goes the dynamite" is for the testers - before yesterday, they didn't get to test the next expansion; now they do.
But of course, it's much more fun to speculate that it has some in-game significance.

Honestly, whatever they call the depots is probably based on whatever internal name they had called the project, or they maybe literally told some intern, "hey, can you set up the depot for the expansion? Yeah, I don't care what you call it, just name it something not related at all to the actual release title."

I think it's reasonable to expect them to be testing a second expansion now. If they were to repeat Rise & Fall's timeline, the expansion would be announced in a couple of months and released early next year.
Of course the "GH" depot that turned out to be R&F appeared much earlier than this one did, but they may just be being more cagey with their SteamDB uploads this time around.

Things do seem more truncated than the testing for R&F. They put the R&F app on Steam in late May, but didn't test its depot until late June. This app's depot was attached to a qa build 2 days after the app was created.

While I'd love to see Canada included, I think the presence of the Cree makes that less likely. I expect there will be a U.S.-based native American nation, most likely either from the Pacific coast or southwest, as the sole North American addition.
Canada I would love to see; and would be a great candidate for 2 Leaders; the French one should get bonuses to joint wars resembling the French recruiting the natives to assist them in the war. Lady Six Sky would be great female representation for the Maya, Charles/Karl XII would be great to see for Sweden and Mali would be fun too as a economic power house. New Civs I think could come in the form of Canada, Haiti (or Caribbean), Chola (if we've not had enough India already) and Pagan!

I think it's still early for predictions and there are so many civs from at least 3 former civ games not accounted for like the the Ottomans and Inca you mentioned, but also the Maya, the Iroquois (if you count civ4 Native American civ), Portugal, Byzantium, Carthage and Babylon. Also the Celts (if not counting Scotland as it's replacement), Austria and Ethiopia (2x) have multiple appearances, not to mention fan favorite Mali. And that already gives 12 civs, but there are allways new civs to the franchise in every eexpansion to the game too (probably even 2). So it will be very hard to predict who gets in and who gets excluded again.

With the large amount of important civilizations missing to be included, I would say that we will have two more expansions. But it would be an atypical case, since they include two expansions in every civilization edition, but I would hate to have to think that we would lose some of the civilizations pillars in Civ6.
