Germanicus just grabbed the Huron. The Shawnee, Cherokee, Creek, and Inca are still open.
If by small you mean still capable of standing on their feet I would suggest one of these:
Brittany(part of an alliance), Austria(part of an alliance), Bohemia(part of an alliance), Georgia, Morocco(Ottoman vassal), Vijayangar(part of an alliance), Delhi(part of an alliance), Ayutthaya(part of an alliance), Japan(part of an alliance), or Inca Empire
If you mean small as in tiny, there's plenty.

Georgia is outside any alliances, but its stuck between Russia, Ottoman, and Ming. Alliance systems are necessary for the small states to avoid being gobbled up.
There's still no one to play the Ottoman Empire if you're willing to try and handle the world's strongest power.
