Amendment 3 -CoC extension

in light of the recent problems team 3 has had on getting the save, their solution - from what I can determine it is- seems like a good idea for us to implement. What I would like to see is a proposal where starting at hour 19, the chain of command starts to take effect. I would like to see something where at hour 19 the team captain has the full rights of the DP (along with the president) which includes the power to delegate that power. at hour 20 the domestic minister is added to the list. hour 21 defense. hour 22 foreign. and at hour 23 anyone may play. obviously exceptions may be taken if the president notifies someone, or something else, but I think this would ensure the save always gets played.

Article III section 9.a said:
If it has been 19 hours or more since the save has been recieved, and no notice has been recieved from the DP, the Team Captain shall recieve the full powers of that granted to the DP, and the president shall still maintain such rights. After 20 hours and no notice reagrding the save has been recieved from either the Team Captain or President, the Domestic Minister shall have the full rights of the DP, as shall the Team Captain and the President. This shall continue for every hour going down the Chain of Command. At hour 23 and following, every citizen shall have the right to play the save.

okay, how about at hour 23 any citizen who realizes that the save has not been played must request an extension on behalf of the team in the turntracker thread?

I was wondering about this the other day. Because all our players seem to be either in the GMT +8 - +10, or GMT -8 - -5 time zones. Not the best spread but should be enought.
 
Sounds good to me, as long as you go with the "any citizen may request an extension" clause. Another good thing about that: I (and I believe a couple other citizens) can't download the save, but can easily request an extension if necessary.
 
I think it's getting too messy ... how would I (a humble player) know that the Prez, Capt, Defence and Domestic Ministers are unable to send the save ... and it is getting close to 24 hour deadline (according to the Turn Tracker entry) ... so is the Foreign Minister just about to press send or is he asleep ... I don't know what to do ... arrr ... Panic ...

So worst case scenario is that 8 postings are sent to the Turn Tracker Thread asking for extensions and among them the GPS (Game Played and Sent) message ...

Where am I going with this? ...

I think keep it at ministerial level and have Prez responsible to play the save ... and the other elected players responsible for requesting extension ...

1. The Prez is responsible for finding a replacement player if he is unable to play and send ... just like C_H did :thumbsup:
2. If the Prez for some RL issue cannot play or even contact the team then goto 3.
3. Captain is responsible to PM the Prez close to deadline and inform the team on a new thread (Countdown Thread) of this action ... This then starts the internal count down for the team ...
3a. or to make absolutely sure ... Do we (anyone in MIA) automatically start a Countdown Thread after a certain time (12 hour?) after the save has been received or leave it up to ministers?
4. Either Captain or a Minister or an appointed 'Active Time Zoner' (a player who is on-line around the deadline time) is then responsible to request an extension ... and inform the team of this action on the Countdown Thread ...
4a. Maybe this player should also PM the Prez??
5. After the deadline has been reached, the Prez is officially MIA ;) ... The Captain then has the responsibility to play or appoint someone to play.

Bottom line is that a new thread has to be opened if this sceanario was to occur ... so that the entire team is aware what is happening ... we all need to either be in the loop or feel comfort from the fact that there is a loop

ummm...you assume the captain is able to play or contact the team. This is for the event of a RL emergency, or computer problems, or for whatever reason it's looking like the save may not get played. whoever takes the save will notify the team in the save information thread, no need to open a new thread, because whoever opens the thread will also be the person who plays the save, hence only 1 post in the thread.

Do we want to bump it back to 18 hours, and throw in the diplomats? or put them in hour 23?

anybody wanna change something before I put this to poll? the current proposal is thus:

At hour 23 and following, every citizen shall have the obligation to request an extension in the turn tracker thread at the U.N. forum.
 
I guess having Joe Citizen request an extension is better than no post at all in the turn tracker, but it doesn't seem that useful to have a post "We need an extension because our entire leadership is M.I.A., and we have no idea when the save will be played."

As long as we are making the amendment, we might as well include something about at what point the save should be played by any available citizen - it doesn't necessarily have to be at hour 23, but maybe after 29 hours just so whoever requests the extension can guarantee that we only need an additional 6 hours? Whoever posts a "Got it" first in the save information thread can play that turn so we avoid multiple people trying to play the same turn.
 
I'd change this to If it has been 19 hours or more since the save has been recieved, and no notice has been recieved from the DP, the Team Captain ... replace with Designated Player (DP) ... When reading it the first couple of times I couldn't rememember what DP stood for ...

Also could you outline CoC ... is it Defence then Foreign ??

I'd also make the request for 24 hours extension ... this will ensure that we play it and cover all time zones ... and the chances are that we would GSP well within that time period ...
 
Perhaps we can have a CoC or insitute a DP Pool like the single player Demogame has.

we already do have a chain of command, read the constitution. that's why the thread is labed CoC extension. :p

I am unfamilir with the concept of a DP pool, please elaborate.

true, the post doesn't accomplish anything in advancing playing time, but it greatly lessens the chance of punishment and doesn't keep the other players waiting for something that may not happen for a while

trying to take into account what everyone has said, as well as requiring a post in the save information thread beforehand (to prevent multiple people from playing the save at the same time). The current proposal looks like this (changes since the last draft in italics):

This shall continue for every hour going down the Chain of Command. If any member plays the save after hour 19 they must immediatly notify the team beforehand of such in the save information thread. At hour 23 and following, every citizen shall have the obligation to request a 24 hour extension in the turn tracker thread at the U.N. forum. At hour 30 any citizen may play the save.

Well, the idea (I am adapting this to a PBEM game) is that there should be a pool of DPs that would be willing to watch and play the save if the primary DP does not get to it in time so that we dont have to suffer the penalty. The Primary DP would be the President while the Secondary DPs would consist of a pool of chosen citizens to play and pass on the save before the deadline if the primary DP missed the save for what ever reason and there is no one online in the CoC to play the save.
