Topical it may be, but fun it certainly would be.

I'd like to see some banned nuclear arms programs. To balance it, maybe we could have a new American UU of IAEA agent.

Hell, the UN may ban it but does anyone care? If you are caught out you suffer a very bad rep (Iran anyone?) and if you don't you decimate your unwitting opponents.

Yeah, and if you send a spy to a city building a (banned) ICBM the city screen could say they're building a nuclear power plant. The civ would argue they use the refined uranium for the peaceful purpose of power generation only!

Of course, you'd get suspicious if they seemed to be building a nuclear plant for a long time, or they already had power!
