Somewhat related to this... and because I didn't wnated to open a new thread.
This post in a discussion about the ethics of trading a tech we know that the AI is teching for gold, made me wonder if it would not be a good idea to make the AI calculate a average beaker modifier of the empire and include it in the calculations about how much gold does a beaker worth in tech trades .
In fact I think that making the AI to plan the "empire specialization" ( like TMIT put it ) would be a interesting improvement.....
