What's new in this version?
- Updated CvMainInterface.py to actually read in the INI variables for the
great statesman. This part of the code was forgotten somehow when the update
happened in the v0.9 version.

- Updated all python code and XML to be compatible with the v1.61 patch.

- Merged all of the text XML data into a single file

- Integrated Talcha's Action Button Mod v2.0

What's new in this version?

- Added the code that will add crews to barbarian ships.

- Added the configurable option allowing players to specify if spawned pirate
ships should carry units.

- Added the configurable option allowing players to specify the chance that a
spawned pirate ship will carry a crew.

What's new in this version?
Adds the ability to add and remove traits from leaders through python.

As part of the changes to the SDK files I have also included two new methods in
the CvPlayer class and exposed them to python they are:
void CvPlayer::addTrait(TraitTypes eTrait);
void CvPlayer::removeTrait(TraitTypes eTrait);

This way any traits in the game can be added or removed through python.

What's new in this version?
The Improvements Outside Borders mod adds a new tag in the
CIV4TerrainSchema.xml, <bBuildOutsideBorder>, that lets mod makers indicate if
a particular plot improvement can be built by a worker outside of a players
civilization's cultural borders. By using this mod, forts can now be built in
neutral and enemy territory, improvements can be built on resources prior to
culture borders expanding to include them, etc.
