Oh yes they do.

They're just not very good at it.

But don't go thinking that if you leave nothing but a Warrior guarding your coastal capital that the AI won't know about it and try to take advantage of it.

Its very annoying when Monty sends 30 outdated cavalry half way around the world to your poorly defended coastal cities, when you are pursuing space race. The AI do attack over the sea.
