No, that isn't "exactly that". That's applies to upfront pricing, which is an alternative to surge pricing. They're alleging that there's some scheme where the upfront cost is getting consistently overestimated, and they give a sample size of one. You'd expect the upfront cost to exceed the calculated fare roughly half the time.

There might be a systemic issue, but if there is, it's not a straight-forward case of fraud like you implied.
