So I got a bad surprise today when I was going for the Japan achievement of having a district surrounded by 6 other districts. I found out the hard way that you can't remove tea, and so there was a tea tile blocking the placement of one of my carefully planned districts!
Anyway, that being said, I was wondering if there's a list of which resources can be removed and which can't. I know stone and wheat can, but what about the others?
