I think many people, like myself, might not be interested in Civ 7, due to the develops attitude in not fixing Civ 6 or enabling modders to do so. Have to wait on that one.

Yeah, nothing coming up apart from them saying they had no plans to release it. Since you read it, then it would be much easier for you to track it down with wording. The only official stuff I've heard is basically that they weren't going to.It's been almost 4 years now. I'm sure you can google it.

They were referring to the non-DLL aspects of modding and in that, they're right. They never promised the DLL.

"I remember this was one of the first things I read about or learned of at the release of the trailer. The engine is supposed to be more accessible to modders and the possibilities even greater. Considering how many mods Civ 5 ended up with, I think we're in for a real treat."
