I have been chasing an AP-victory ever since I conquered my continent.
I try to settle new cities and grow my existing cities ASAP so that my score will increase, but as soon as I gain points the victory criterion moves forward by the same amount. It feels like I will never grow enough to win (with the help of Gandhi). Do I have to conquer someone else as well?

I have been gifting stuff to Roosevelt, so now he likes me as much as he hates me. I am trying to get his vote. He hates my AP-rival Sury more. Should I start a war with Roosevelt's worst enemy Brennus in order to get him to like me more and vote for me rather than abstaining as he has done so far?

AP victory is kinda odd..and cheesy..as you really don't need that much pop at all. Often I play it out where I only have 1 or 2 cities with AP religion of my own and just spread it to a single city in each a AI, with one AI target as the rival with more spread.

The real cheese though is that you don't need that many overall votes or as many AIs voting for you as in UN victory. However, your total votes for you cannot exceed a certain percentage that come directly from you. I forget exactly..like 67% or some such. Right now it appears that "your" votes are around 86% of the total votes. That is just way too much.

Anyway, probably your major issue here is that Sury is your vassal. It mean that making maneuvers diplomatically is much harder since you can do nothing about it really. Ideally, your target AI rival should be leveraged to boost other AIs such as simply getting some into mutual wars with him.

Note that you don't actually need to be in the AP religion, so this can also help diplomatically. You CAN actually switch to the AP religion on the turn the vote takes place to receive full member votes. (another bit of cheese). Gandhi attitude is irrelevant as he is your vassal ..and not the AP rival (which can be your vassal as is the case with Sury).

So really you need to either reduce your total votes or increase the other votes you get. I'm curious what would happen if you went into the next vote without being in Judaism, although that may not adjust the ratios.

Anyway, only thing I can see doing now is boosting up other AIs like Roosy. Not sure if Roosy is enough with all the votes you have, so you may need someone else. However, the other relations are pretty bad. You may have to vassal one of them and make sure they have more AP spread.

Make sure you are leveraging as much of your diplo potential as possible. Trade resources. Trade and gift techs. Just give them away until the bonuses start showing (note: but you may first want to make a determination as to whether you have to attack some before you give away too many techs or military techs). You can try liberating cities settled within 8 or 9 tiles of their cap for some boost there.

Having Sury as a vassal is really doing you know good. Only thing I know you can do is possibly trying to make him break free by demanding stuff. Then declare war and bribe others in. Although you need to make sure the relations are in place as AIs have different thresholds to be bribed into war.

And, ofc, switch into no state religion for now.

To get AIs to vote for you, and it can vary, you need to get them to a very positive "Pleased" or to "Friendly" status. Usually at least +8 diplo or higher depending on the AI. I think Roosy and Hammy are generally fairly amenable. Brennus can be a pain I believe. (Actually, Brennus often makes a target in diplo games as he is not well liked by most)

Lastly, like I said you can often go very small with AP wins. This is why, depending on map, of course, you will see some very very early victory dates for AP even on Deity. We're talking BC dates here. So, bottom line, it is not some much how many votes you own yourself, or how much pop you have really, as the overall distribution of the AP votes...in your favor.

I might suggest checking out the HOF for AP dates and advice as well.

Used your current save and got religious victory 1540ad. :)

Switched to free religion. Gave Indians/Sury techs to liberalism. Then asked them to switch free religion. They both did so for nationalism.

AP vote came up and as no one was using Ap religion I was the only candidate. 86% of vote.

I suspect you could of won this many turns back.
