Apostle Promotions are finite?

So I have gone through a large number of Apostles. I am getting the 'qualifies for promotion' notification but they are not able to be promoted.

I have also finally got the Suzerain or Yerevan but no promotions. Is this a bug or are there only so many times you can get a promoted Apostle?

If it is a bug what is the fix if any?

Yeah on one of my religious victories the only thing it was offering me was chaplin after a while...I assume there is only so many of each one?

I certainly have run out of promotions every game that I've built apostles in, both pre and post-patch. I tend to buy the bulk of my apostles after the AI early rushes, and that definitely limits my supply of the good promotions.

I'm not sure if it is a bug or intended. You can only take each promotion a few times (except if you are suzerain of Yerevan). If you've used up all promotions, you are stuck with apostles that are unpromotable.

That's so weird. I've never seen this happen. When in the game do you notice this? I must admit, I don't usually focus on faith--with one or two holy sites--so maybe that's why I've never seen it happen.

I certainly hope this is a bug rather than a feature. Forcing you to cycle through the promotions, instead of taking the same one repeatedly, would be a reasonable design choice, but having the list run out entirely makes no sense.

Happened to me too. I think you have to produce a LOT of apostles for the promotions to run out, but they did.

I think it's a feature, as it was mentioned somewhere before game's release. I can't find the info in the civilopedia or the websites though so it must have been in a video.

EDIT: fully admitting I may be wrong on this count of course.

What I noticed is the following bug:
You start having 2 promotions to buy from choosing from a random pool.
Becoming suzerain of Yerevan allows you to buy from any promotion.
Losing the suzerain makes you stuck with the worst promotion until you are suzerain again.
Tested pre patch.
I don't know where to report this bug to firaxis, neither I have the time to do so.
Feel free to reproduce and report, I haven't tried to reproduce post patch.

this is happening to me too, after i had each promotion once or twice. does running communism affect it? it feels like it must be a bug because i still get the notifications that a promotion is available; i just can't promote.

It has been around since the winter patch at least.
It does not really bug me because once known you just do not promote early ones unless you have an early advantage you want to seriously push.
If you do not delay like this (or at least only take the rubbish promotions) you tend to end up with Apostles staying at base in preparation for a later push.
Of course Mont St Michael still gives infinite Martyrs which is at least something.

Happens from time to time in my games, but then reverts back to normal (possibly after a few are expended). So I guess it might be somehow tied to how many apostles are there on the map right now?

Nice... makes sense, a different logic path for Yerevan I guess
