aqueduct effect not working in capital

I've got 4 cities with aqueducts, and it doesn't seem to apply to my capital. the food bucket empties completely after growth.
 
Does it apply anywhere else? Just capital?

I don't think anything was changed with aqueducts core function, not for a while now... so...yeah.
 
ok it works correctly now. I wonder if it just had a hiccup on the first pop growth after it was built.. does it work if it finishes the aqueduct on the same turn it grows?
 
I'm confused.

I thought the aqueduct and similar just increased excess food proportionally; ie if you had 5 excess food and an aqueduct, then you get 7 extra food in the box. It doesn't work like Civ4 granaries that actually preserve food after growth does it?

What am I missing?
 
It works by keeping food stored. Like the granary used to in civ4. Pretty sure the med lab does too.

At least as far as I see it doing.
 
IIRC, food is calculated before production. Make sure to halt growth if you're going to complete an Aqueduct in the next few turns.

Also, Aqueducts definitely hold food over after growth and do not affect surplus food. There's a Tradition policy that adds 20% surplus food which I assume means it adds 20% of the surplus rather than 20% of the amount produced, e.g.

Produced: 24
Consumed: 14
Surplus: 24 - 14 = 10
Bonus: 20% * 10 = 2
Total Surplus: 10 + 2 = 12​
