are barbarian huts more likely to appear in places where the land had been settled?

Whenever i use my nukes to cripple an Ai nation, and then come in and raze all their cities, it seems that the land that they had settled is more likely to contain barb huts than land that had never been occupied. has anyone noticed this? This may not be true though.

Any continents with no civs will not produce barbarians until some civ sets foot on it. If there is free space (within the fog of war) on a continent with units of a civ barbarians will appear. That help?
