If you can build Armies in Civ, why not the same thing for navies? You can create an Armada. It would work in the same way. You get a great leader via an elite naval unit being victorious, cept it's a boat, you take it to a city, press the button to turn it into an armada, and there you can build a supreme naval fighting force.:thumbsup:
 
Good idea! This would certainly help towards making naval combat more important and it would help out the seafaring nations which have a non land UU. A further idea could be aircraft squadrons, armies for aircraft where bombing is more likely to be successful and there is less risk that interceptions would be successful.

I came up with this a couple of months ago:

Naval Great Leaders: When an elite ship wins a battle, there is a chance (5% for normal Civ’s and 10% for Seafaring Civ’s) of a Naval Great Leader (NGL) being born. The NGL is on a boat with 0-0-6 parameters and can travel on all water tiles to any friendly coastal city. Only one NGL can be available at a time. The NGL can be used in two ways, both of which consume the NGL.

He can travel to any friendly port city and rush the production in that city (no inland travel, however) or he can create a fleet. A fleet can be either of two types: An Invasion Fleet or a Wolfpack.

An Invasion Fleet (IF) can consist of up to 8 ships, no more than 5 can have bombard ability and no more than 3 can have transport ability. They move as one unit at the speed of the slowest ship. When a surface or air unit attacks the IF, the top defender is used for combined hit points of the fleet. When a submarine selectively attacks a ship, that ship gets a 50% defense bonus for being in the fleet. The IF cannot attack another ship except through bombardment. When reaching the destination, all of the bombard capable vessels get a bombard attack (with a +25% bonus) before the troops land.

A Wolfpack (WP) can contain up to 8 submarines. They all move as one unit at the speed of the slowest sub. When attacked the top defender will take all the damage until sunk, then the second defender is attacked, etc. The WP gets one attack for each 2 submarines in the unit (rounded down), a loss while attacking sinks one of the subs. They can select the target of choice from the stack of ships in the tile being attacked and they get a 100% attack bonus.

When an IF successfully takes an opponents city via amphibious assault or a WP sinks a ship, a Naval Academy and the Heroic Epic (if not already available due to an army victory) can now be built, The Naval Academy can only be built in a coastal city and allows for more fleets be built without use of NGL’s. The Naval Academy is a Minor Wonder costing 400 shields, generating 1 culture and is available after the discovery of Navigation. The Heroic Epic adds 5% to the chance of a NGL being created. The Pentagon can now be built of the number of Fleets and Armies totals three. The Pentagon allows two more submarines in a WP and 1 more transport in the IF.
