So far i've been just missing those, but as far as it goes they are quite useful, pointing which tech's u need before further research, so my question goes, how to make those, i havent found anything like a graphic/text/editor to make it so..
You must draw them yourself on the background graphic. There is no plug & play method.
There is an ancient tutorial somewhere about proper placement of the Tech boxes using grid coordinates. From there you can work out how large each tech box is (im guessing in the CivEditor) and then you can guess arrow placement in a regular graphics editor.
That is the basic idea of how to do it, the techinical stuff is well, technical. And something I don't care about because I stopped trying to do that years ago.
If you go to the tutorial section, and scroll down to Add Technology and you'll see a number of tutorials just for this. RazorWing's and Kal-el's each have a download that includes adviser backgrounds and the arrows to Cut and Paste into the right position. Also Varlin Saliptor has a very in depth explanation of how to get techs into the right place using the GIMP.
Here arrows and blank advisor personally I prefer drawing my own arrows rather than using a cut and paste method because it allows for better customization.
