Not sure, if I would guess it is a disease icon. The luxury is not convincing for me either. And my personal annoyance -- I really hate treating those hats as the education's symbol. For me it associates with graduating a school, which is far from what the education is. E.g. in the North Korea you learn in schools, Kim Jong-Il never pooped and you get grades for it, here you can be taught, that the mother of Christ can from the heaven and rescued the nation and you get grades for this, and in the USA you can learn, that the most important biological theory is a lie, and you get grades for it.

I would really love to see an opened book as the education icon.

And here in America if you teach that Darwin's "Theory" is a lie (maybe because he recanted his theory on his death bed?) the Academic world is ready to tar and feather you. But I had no idea France believes that Mary Descended from heaven. And as for Kim wasn't it his poop was gold?

Basically, Luxury it's for amenities and resources that attracts the rich to live in your city and influenced by crime, disease, education .

(Tourism is influenced by air pollution, flammability, water pollution).

Mechanic : If you have the gold or hammer you can create more powerful versions of certain buildings that requires Luxury but generate more gold, Happiness, culture, etc than its normal version .
