Minamoto Yoritomo (1147-1199). Opened Kamamura shogunate (he was the first Shogun of Japan). For a scenario based on Gengis Khan's conquests.

I think he's using that to represent the Uighurs of Xinjiang Province. Some of his locations are a bit off (Heilongjiang and Jilin Provinces border with Korea), but that's no big deal ;)
 
Those are borders defined during the Qing Dynasty period at the height of the Empire. :) That northeastern region was where the Manchus came from. Heilongjiang and Jilin aren't names of peoples, but regional names. You could represent those regions with the Manchurians, the Khitans (or the state of Liao), the Mohe (or the state of Bohai), the Xianbei (or the Northern Wei Dynasty), or the Jurchens (or the Jin Dynasty). There's a whole lot of possibilities there. :)

By the way, have you ever considered doing a new Shogun Tokugawa? I don't like the one Firaxis made. ;)

well Yangan was a member of the Noongar tribe, but he fought on behalf of all the aborigenies, so I would call it aborigenie. It sounds better than Yagan of the Noongars.

This pack seems very promising. I use Asoka for India, and the improvement looks excellent.
