The newest Chief Camp'ell looked over his lands. "Yes!" he thought, "We are finally driving these heathens out of our lands. In a few more years we should have all of our lands back, and begin the grand offensive."
"Po'tat! Prepare your men for combat! Send word to the other generals, we will take prisoners! We will give the heathens a hope of life if they surrender, even if they give us none."
"And what will we do with these slaves?"
"Send them back to the capital and get them laboring on our great monuments. Maybe even feed them THE SOUP, and put them to work for us as fanatics. NOW MOVE OUT!"

Since we now have trained militias to keep order throughout the country and to defend against any possible attack, the entire military can help with the expansion. Our goals are the Kaspian Sea and the Pacific Ocean. Same as before, simply incorporate local tribes into the Rouran Confederacy. No need to kill everyone.
Start a new project - Avaria: This turns the nation from a loose confederation of tribes into a single nation with a mostly unified culture resulting from the meshing of all of the tribes' cultures. Increased travel between parts of nations will help with trade and with the spread of ideas. Increases culture, sciences, economy, and makes revolts much less likely.
