Asset file hinting at future and/or cut content

The Pirate Republic (though it was not actually a republic) existed for twelve years, which doesn't sound like much but is still three times longer than the CSA. That may not be long enough to be enough of a civ to get in the game, but it sure should be long enough to not be considered "fantasy".
 
Not only did the Pirate Republic actually exist, there were also piratical polities in Madagascar and Salé.

While I'm kind of dubious on the idea of making it a civ, I'm more than okay with the idea of making a pirate-themed civ. I probably would have gone with Ireland or the Barbary Coast.

Yeah, pretty sure Nassau of the Pirate Republic already exists as an IP anyways. If it were up to me, I'd keep it an IP.

The Pirate Republic, if it indeed makes it into the game, is not coming at the cost of any other civ. This game is going to have a really long dev cycle and it’s highly likely it’ll have more civs than any previous entry. Most civs people want will come eventually. Pirates aren’t holding them back.

Technically they belong to the Flying Gang but it still counts

- And Pirate 'Civs' existed much earlier on the Dalmatian and Anatolian coasts during and before the Roman Imperium and on the Chinese coast between then and the 'classical' Caribbean Pirates, all of which were organized into large enough groups to field Fleets and require major Imperial effort to combat.

Gráinne Mhaol is another great leader choice who is sadly made less likely if Blackbeard and Sayyida make it in.
 
I think the Pirate Republic is a fantastic inclusion. Maybe it would be better as traditional state known for piracy and maybe it wouldn't. But I cannot get behind it being a terrible choice. Civ is alternate history not straight-jacketed actual history. And it is trivial to imagine a civ evolving into something like the Pirate Republic and lasting for the full age more or less. Dislike it if you will, but I have to push back on all the "objectively terrible" talk.
 
I would prefer to see a "pirate civ" having the ability to appear at some point during the Exploration Age as a threat that you have to deal with. Possibly not even as a crisis, just... something that can happen.

Re: Atomic Age. Only if it's a continuation of the Modern Era with same civs. I don't want to see new civs for it. But I feel like expanding the current Eras would be a good approach. Perhaps you get a halfway and an end crisis event, with no civ change in between (but perhaps you get to make smaller adjustments at the midpoint?), stuff like that. Not necessarily just for the third Era.

Imagine if that's the reason we didn't get a proper Exploration Age England. Instead of Sea Dog Great People they wanted Flying Gang Great People. :crazyeye:
 
I see Pirates to be implemented as a Independent Power only. It could be a new one that appears during the Exploretion Era somewhere in the New World or a current City-State converting to Pirate State.
As others have pointed out, they're already an independent power.
