Yeah, pretty sure Nassau of the Pirate Republic already exists as an IP anyways. If it were up to me, I'd keep it an IP.The Pirate Republic (though it was not actually a republic) existed for twelve years, which doesn't sound like much but is still three times longer than the CSA. That may not be long enough to be enough of a civ to get in the game, but it sure should be long enough to not be considered "fantasy".

Imagine if that's the reason we didn't get a proper Exploration Age England. Instead of Sea Dog Great People they wanted Flying Gang Great People.Or Exploration Era England.
As others have pointed out, they're already an independent power.I see Pirates to be implemented as a Independent Power only. It could be a new one that appears during the Exploretion Era somewhere in the New World or a current City-State converting to Pirate State.
