Backup way to send the DP Instructions

I have gotten this idea this morning when the forums were down this morning (I tried to log into CFC forums but the classic Database error kept poping up). In the event the Forums goes down and the leaders has not yet posted there instructions but cant due to eather the classic 2 hour "Server is busy" or the dreaded "Database Error", that they can send the DP an E-mail with there instructions.
 
Don't like that idea since it does not leave a proper record of the instructions. I think it would be better if ministers and governors posted instructions early and then modified them if need be.

Agreed. Last-minutes (or last-hour) posting gives us, the citizens, less time to review your instructions and suggest changes.

The DP can post a copy of the E-mail message into the turnchat instructions thread making them a proper record of the instructions.
