Balanced?

I got this start on a balanced huge map... my settler started on the horse tile. (before the patch as you may notice)

I thought civ4 should remove such starts... although they said that for civ3 also of course

Look on the positive side, at least you're unlikely to be attacked by anyone.

I never play Balanced. It's just a Pangea map that gives you a bad starting location, and the AI's great ones.
