The lack of copper is sad, as it makes Swordsmen(which Freaks can upgrade into dirt-cheap) less powerful, but I would still finish up Festivals. Freaks can upgrade into Archers as well, and they go get some nice defensive promotions.
At this point, I would advise to get the Octopus Overlords religion, which is gained by the Message from the Deep technology. Unlike BtS, religions are very powerful in FFH. Most religions have a Tier II unit and a priest unit. With OO, their Tier II unit is a Drown, is essentially an axemen which can walk on coastal squares. Their priest unit is the Cultist, which can also walk on water, but it's real power comes from the Tsunami spell, which can damage units on tiles adjacent to water up to 60%.
Later in the game, OO civilizations can build the hero Hemah. Hemah is essentially an early Archmage unit, which the Balserphs can have fun with. Give him the Mind III promotion and the Twincast promotion(Needs Combat V). Each turn, you can summon two Puppets which can each cast Domination, which will convert your enemy's units over to your side. Don't cast Domination with Hemah himself, as if it fails he loses the Mind III promotion; Puppets are disposable, so if they mess up there is no harm.
