Does a barb city count as the last AI city, if you capture all the "regular" AI cities? It would not make sense to keep a barb city as a "pet city" because of the poor trade routes and bonus' from it, but the situation could arise by accident where a barb city was the last AI left, so, does anyone know if it does "count" as the last AI city?
