Also Barbs shouldn't be able to have Settlers.

I have seen barb units disappear from the map, I guess by the same magic that brought them in the first place,.

Not likely. That wouldn't explain how their cities pop up in the most far-flung locations on the map. Besides, barbs like to kill women and children, not enslave them.

Plus when you enslave a Settler, I believe it becomes a worker.

Actually there are two types of barbarians. The kind that build cities and the kind that pop out of nowhere (at least in Vanilla civ4). Whether they fight each other is another question.
