[BASE] Civics reworking

I think the AI really likes the War Weariness modifier and the XP one too. Not sure it's because of the conscript thing. But I usually always choose City States in that option. Maybe I'm a bad player, though :D
 
I take city states at that time, too.
And it is about right for that time period, empires came later. And national empires even later than that.

Maybe I am a bad player, too. And pay to much attention to flavour than to power of the empire. But I really try to make power and flavour live well together ;)
 
And what about the free specialists of Caste and Aristocracy? Even though you spread them better in the tech tree, I'm still thinking it's a bit much...
 
Nationhood has proven useful once or twice when I've enabled Raging Barbs and Barb world in the same game.

Getting instant units for one pop point certainly seems that it would have it's place (or is it 2 pop points....like I said, I've only drafted units once or twice, but if I wouldn't have been able to, I would have surely lost those particular games).

As for city states, it comes really early, usually when I only have 2 cities. If I do take it early, it's more for the +5% commerce than anything else.
 
Actually, conscription works like this:

The game calculates which unit is the best unit the city can draft, THEN it calculates how many pop point you need to sacrifice to get it.

It could be interesting to have an extreme conscript function, giving ALL pop points (but the last one) and calculating how many units it can give you at once.
 
I see. Thanks for the clarification.

Your idea could be interesting, but perhaps the name might be changed, as I would see that civic being more of an emergency sort of thing.
