Granted it's only my second game but I have a spotless reputation, my power is supreme but my controlled city (the Germans) refuse to form a permanent alliance. I gifted tech like it was going out of style and it says they are worshipful but damn it, they just wont cooperate. It's Prince level medium map, 76 cities, 185.3 million people, Tech every 2 turns. Am I missing something or is this a regular occurrence?

Not unusual. The AI is programmed not to like a smartass. You have to ask yourself "what's in it for them?"

But why form an alliance anyway? If you're winning, what's the point? 76 cities at Prince level on a medium map sounds dominant... just go crush everybody!

Alliances are a pain unless you're behind. (If you're behind, your ally is a source of gifts.) The allied civ will come to you and ask you to wage war on someone. You lose out whether you do or don't. If you don't they cancel "this worthless" alliance. If you do your reputation suffers.

In my view, you don't need alliances to win, only to prevent yourself from losing.

Like Napoleon, I'd rather fight a coalition then be part of one. The AI will not ally with you at high levels, and you don't need them anyway. If your doing that well at Prince, then just roll over the opposition.

Yes, alliances are nearly worthless for a player who is ahead of the competition by leaps and bounds. All they do is three things:

1. Force you into wars ruining your reputation.

2. Rip off all your techs and most of your money.

3. Cancel the alliance, ruining your reputation, because you didn't give them techs or money.

Alliances only benefit the civ who is behind in research.

OH NO NO NO! You got it all wrong. Peace points are accumulated when there is no combat between two civilizations in the game. You can get up to hundred (three per turn) and you can only fight barbs.
