In general, it works better to get production boosters and granaries built before the sci buildings even if sacrificing some early growth for the town but several builds are too far along to waste the shields.

240AD: GL: completes. Starve a little to get Toll House in 1. Same in fukushima to get in two. Need to get revenues up.
250AD: Tokyo Academy-> Spear barbs killed all our northern units flawlessly, whatever!

270AD: Various builds come in basic plan is to get all production boosters (except worker housing, which is obsolete soon) and Bazaars in cities (Bazaars boost tax and lux both), then get sci buildings. Weve got enough sci to crank along well right now. Monasticism->Seafaring in 2 (allows ports). Found city taking Inca incense, Shangri La in 7 in Kyoto (this will help go a long way to WLTK in northern cities. Found Izumi (coastal, grabs sheep and iron mountains) north of Yokohama.
280AD: trade Inca currency for a worker and some gold. Tokyo can now man two turn vet spears. Need to get our empire defended.
290AD: more pillaging several champs headed north, spears being built.
300AD: Seafaring->Iron Working. We can now build ports after coastal cities get production up, build ports and major ports to grow over 7.
Would be a good time to start mining some mountains in the mid-north to enhance MM opportunities. Some cities are starved to enhance shields. When they get near shrinking, they can then grow for a few turns, then return to high shields until they get the basics built (CH, if necessary, Slave Market, if under half corrupt, forge, shrine, granary if lacking food bonus), can also use this to help get ports finished.
This is important: when Shangri La comes in, it should be possible to get a lot of WLTK days by running 10% lux. This may require keeping these cities at 5 pop they will eventually be very productive (lots of corruption reduction in RandR, so its a good idea to get the basics built in these cities now using WLTK)
Once Tokyo gets its Port and Major Port, pls build Bazaar to keep it happy and make bucks. We also have cheap temples and basilicas. Same goes for other coastal cities. Lets shoot for Voyage of Discovery in Kyoto we need it to make contact.
