It probably is a kasbah. It was just a thought. Either way, the idea that a kasbah would be a Moroccan replacement for the caravansary doesn't make a lot of sense, given their very different functions in real life.
Yes, the impression I get is that it's definitely a tile improvement, unique or otherwise. Everything else on the poster is after all (apart from the Mausoleum, I guess).
