Phi imo is def. stronger than Org (by much).
You are not considering that great peoples can do so much more for an "economy" than Courthouses or some other Org benefits.

Even on lower difficulties, 1 great merchant gives more gold than Org might save the whole game Snowball plays a big role in Civ, and Org does not have that effect..while Phi very much does.

Darius is rated higher cos of his Immortals, which makes good sense.

PHI is better early whereas ORG is maybe better later in the game with a large empire. In games like Civ early bonuses are almost always better than late bonuses. ORG is okay, it's impact is just more situational. If you want to go for a nice space game it's very good. If you are sitting with 3-5 cities on deity and need to breakout and attack somebody it's not going to help much at all.

Darius is good because of Immortals, not the ORG trait.

Starting with agriculture and hunting when your overpowered UU is a chariot is a pretty big early advantage in itself.
